ependent corporations (incorporated state, county, city, town, municipality, district, councils, school district, pension fund, enterprise operation, lottery, alcohol monopoly, and many other private and for-profit corporations), which have mistakenly been called our “representative government”. The hidden wealth and investment totals for all of these “collective” 185,000 corporations (governments), when added together, equate to well over 100 trillion dollars, over 36 trillion in just pension fund investment assets. A trillion dollars is a million million. With these investments, the government owns controlling ownership interest in all Fortune 500 companies, most major domestic and international companies, and most of everything you see around you. Malls, mini-malls, strip-malls, golf courses, movie theaters, etc. Federal lands include about 87% of all state land, 97% of Utah land, 95% of Nevada, etc.

“the provisions of Chapter 150B were enacted for the express purpose of “establish[ing] a uniform system of administrative rule making and adjudicatory procedures for agencies”. N.C.G.S. Chapter 150B-1 (emphasis added). And “agency” is defined, for purposes of Chapter 150B, as follows: “'Agency' means an agency or an officer in the executive branch of the government of this state and includes the Council of State, the Governor's Office, a board, a commission, a department, a division, a council, and any other unit of government in the executive branch. A local unit of government is not an agency.” N.C.G.S. Chapter 150B-2(1a). Thus, Dallas Police Department, as a local unit of government, is not an “agency” under Chapter 150B. Moreover, respondent License Plate Agency is also not an “agency” under Chapter 150B because it is a private entity and does not fall within the exclusive branch of State government." Class v. NORTH CAROLINA, Case No. 10 DOT 7047 (now known as 11 CVS 1559)
